I had to zoom in on the sign, I've never seen a gas station that has a different price for cash in my life. Is that common in certain places?

Very common. They save money on the processing fee for credit cards.

I’d say a significant minority do it around here. I guess it’s an effective, though somewhat dishonest, marketing tactic—they can advertise the lower price, but most customers will end up paying the credit price.

I travel all over the Eastern United States and I'd say it's about one in four or one in five stations.
I try to avoid buying gas at these stations on general principle
