Didn't even notice that. Makes sense for 6 and 9 because the 6 would look like 9. I guess maybe for consistency on the multiples of 3?

I don't get it. Those numbers look like they are in a fixed position of the clock face. How do they rotate?

Each number faces inboard except the 3, 6, and 9, having a different "rotation" than the other numbers. I'd say orientation would describe their placement better, as the title was indeed confusing.

If you look closely it's a cross of numbers. 12, 3, 6 and 9. But you don't notice 12, since it's already in neutral.
