My guess is the IPA got a deal on a bunch of cans and relabeled them.

Definitely. They are both Surly beers. I’m guessing Surly re-labeled cans from a discontinued brew. Its Furious IPA is one of its best sellers.

I have a feeling that Surly Brewing Company won't take it well if you call to complain.

I wouldn’t call to complain either way. The beer is great!

I think this joke was meant to be a play on their name. Your response makes me think you may have missed it.

The smallest order of printed cans you can get is 870,000. So lots of cans are repurposed with shrink labels .

It's somewhat common in the industry - printed cans, while much less expensive, have to be ordered at least by the truckload (204,225 cans). So it's not uncommon to have printed cans that weren't needed sleeved over - a foil backing + plastic sleeve with new art.
