Strictly speaking this is a cable-stayed pier, not suspension. Suspension bridges/piers have other cables coming down between the deck and main cables; cable-stayed structures have the cables going directly between the deck and the posts.

I assume so that it's apparent what the diagram is referring to. Having both would have been a nice way of showing what's going on. OP's image is pretty high resolution so the inscription is mostly readable.
