It's there intentionally to provide a stop for people walking downhill who have trouble slowing down. Also to prevent cyclists/skateboarders from abusing the hill.

That ramp is way too steep to be intended for wheelchair use, and it would legally require at least a couple of landings on the way down as well.

It makes sense from an outsider - it increases difficulty. But that ignores that someone trying to charge a hill would likely enjoy the added difficulty and increased skill exploitation. Scary shit was my favorite when I was a younger, adrenaline addicted dumbass.

Legally? There's no handrail, "stopping people who have trouble slowing down" is some rank bull, and thinking one step will prevent bikes/boards is some full ass nonsense.
