All the garbage just goes into the canals then?

I feel like it'd be better to have a few blown up trash cans than streets full of litter

Same goes for public mail boxes.

I'm guessing it's cheaper just to let people litter since they'll need to sweep following New Year's celebration anyway.

Or bombs? (Which is why in some areas of some cities there are none.)
