If you want to feed 10 people the bottom deal is the better buy because all 10 are on discount.
If you take the top deal 6 are on discount and 4 are at normal price.

Or you know, buy 6 at $2.49, then buy 4 with the 2 for $5.25. It still makes more sense to prioritize the single coupon over the double coupon.

The fine print says the coupons are for one visit, and that they can't be combined. The arby's worker probably dgaf, but Joe's statement is still valid.
