My guess is that it’s more accurate to measure remaining tread depth in 1/32 than 1/16 thickness

It's a bit more straightforward to use a single basis for measurement, here a 32nd of an inch, rather than "simplifying" the fractions. Granted, it's not very hard to realize that 1/8th of an inch is twice as much as 1/16th of an inch, but it's even easier to see that 4 of something is twice as much as 2 of the same thing.

Most tread depth gauges are marked in 32nds of an inch. Conversions would complicate things unnecessarily.
