Are you sure they are snow flakes? Is* there frost on trees around you by chance? I typically see this when frost comes down from the wind. Both hoar and brine frost look like this when they are released.

I've seen a lot of snow and honestly never seen that. Wild.

I actually recently saw a video about a guy who studies, documents and also makes his own snowflakes.
