Not quite, this is mostly made of all the stuff that gets flushed but doesn’t flow. Builds up an causes issues in sewage systems.
Flushing wet wipes, sanitary pads and dumping cooking oils and grease down the drain is the main causes.

Just a reminder not to flush "flushable" wet wipes, folks! They're bad for our sewer systems and the flushable label is a lie :-/
