The sun rises and brings heat warming the top of the snow, then everything freezes over again at night then it starts to melt again the next morning, that probably took weeks of melting then freezing to form such a solid pattern

This is absolutely possible. When only a little bit of the snow melts, but most is still solid, you'll have a combination that's functionally a solid but that loses some structural integrity. It would begin to slough off, but friction between the snowflakes and surface tension with the water will keep them from breaking apart. That only stops when there's too much water, which means less friction.
