Depends on what you plan on doing. Casually playing games, ips is completely fine. Tryharding on pro level, well I guess you wouldn’t be asking then.
Take a high quality ips panel and you are good to go. Unless you want to save a buck tn isn’t all that interesting anymore.

I read that the average response time for TN panels is 2-4 ms, while one IPS monitor has a maximum of 6 ms. But would this mean that the IPS monitor has as good a response time as the TN, doesn't it?

The dufference between 2ms to 6ms is a huge difference. However, the question is will it matter to YOU because if you just casually play, browse and watch Netflix it won’t. Also those times are not set in stone, it depends on the display and there are low response ips panels as the technology is still developed. So it solely depends on your usage.

2ms for what response more or gtg? Go into a shop and see how they compare.
Also it’s your choice and depends on your usage…
