So the criminal mastermind Qualen has the plan to steal money from a US Treasury air transport with the aid of a corrupt Treasury agent and the transport pilot.

Now Qualen of course needs two pilots for his own private airplane to transfer the money to, and probably an armed thug or two to make sure the agent and the pilot don't keep the money for themselves. But Qualen has at least *five* armed thugs with him on the airplane, so what they are supposed to be there for?

I know the practical answer of needing enough goons for Stallone to kill in the action sequences, but what reason would there be in-story?

I guess I assumed it was his usual posse of criminals he’d worked with many times before and he was just cutting them in on a score to retire on.
