I'm no going to get involved in the discussion about whether tv ratings are real or not. I'm just going to say that I think you might be making a mistake in thinking that tv ratings can perfectly line up with the tv ratings that share the same letter ratings. I imagine that whatever criterion they do or don't have for television ratings is probably different in a lot of ways to the criteria for film ratings.
