It’s a federal law that makes it illegal to cross state lines with it, I believe. NH has decriminalized possession (below a certain threshold), but the Feds still govern interstate commerce.

Honestly, the Wickard v. Filburn ruling on the interstate commerce clause needs to be overturned. It's how the Feds get their hands into a lot things.
