The article is really... "loosely" written from a statistical point of view so here's the short version:

Paterson's 2020 Census shows 24.7%, 62.6%, and 22.9%, respectively. What I'd really like to see instead of the raw audit numbers is an analysis of how racially biased each department is by comparing the two. This can't be just a Paterson problem.

The Paterson PD has had something like 10 officers arrested over the last few years.

"The Paterson Police Department has 29.5% white officers, while the census puts that portion of the population at 8.5%. Meanwhile, 51.1% of the police force are members of various Latino cultures, while the census says Paterson’s Hispanic residents make up 61% of the population."
