Who gets to decide?

Cops - 100% against bail.

Defense attorney - 100% for bail.

Prosecutor - 100% against bail.

Judge - bad idea. Racist, corrupt judge, defendant jumps bail it could taint judge opinion, etc.

What are you kidding? All of these parties you mentioned are invested in having a cash bail system.
