Yeah but you can build things to keep said water out.. I mean do you live under a rock?
I know an area around me does flood every now and again. The township fills sandbags and delivers them to affected areas.

And again I've personally never had an issue with flooding as we build our houses to withstand multiple meters of snow a year. Dumbass
