Until we ditch the Electoral College, and certain States no longer have massively more political influence than others, disproportionate to their population, it won't happen.

That, or Florida no longer becomes a swing state.

With the way Florida has been trending further and further right, the latter is much more likely these days.

Florida appearing to become dark red in recent cycles would also mean we can detach Cuba policy from trying to appeal to these voters.
