The administration finding out because of Grayson is a convenient and extremely simple answer.

I think the bigger question would be how the flickering man knew about her realm. Grayson hasn't encountered him that we know of.

Something tells me that the laundry lady isn't certain of how they found her realm either.

I think the flickering man always knew about her realm. They are inhumans, and they prolly know each other's territories. While the flickering man works for the administration, he doesn't have to tell them everything.

The real problem is that the administration knew how to make deals with the master of the gray world. It cannot be a coincidence that the master of the gray world just happened to find the laundry lady's realm. The eyeball has got to be the mediator between the administration and the master of the gray world.

The eyeball was a weapon and it didn't exist until after sweater girl was rescued from laundry lady. It brokered nothing and played no part in her punishment.

The Master of the Grey World rules over the realm from which the inhuman are birthed. It's either filling a void or is taking back what was given.

The bigger issue is who exactly this administration really is. It being the typical university administration is too convenient. The answer is never that simple. It's never super complex either, but the obvious answers aren't usually the right answer.

I have a theory that the name of the school—Alder Rayne University—has to be a hint. Alder is a type of tree (trees are often significant to inhuman things, BUT alder has another meaning; alder as in aldermen, so I’m thinking it’s the City/Town Council. They made the deal with the man in the rain, allowing the inhuman world nearly total access to the university, and it’s transient/temporary occupants in exchange for keeping to the university grounds, and leaving the town and faculty protected. That’s who I’m suspecting.
