Or maybe he thought by making the woods public it would finally free fiona of the burden. Seeing her get trained for the take over from a young age. He wants more for her. I mean he took the time to find her soul too.

While alternately, he was close to her brothers, while their mother was cold, distant, and demanding of the boys.
