> You are still a young man. There’s nothing that will stop you moving on with your life in a more productive way, finding work or finding a wife or partner, getting a family and a home.

In other words, in totality, the judge is saying

> You are a drunken piece of crap but if you work with the services available to you, stop drinking, and sort your life out, there is still an opportunity for you to have a good life, to find a partner, and perhaps even to have a family.
