iirc they were putting out the information ostensibly for american citizens in that area to advise them of air quality.

It basically embarrassed the fuck out of the governments.

More like ppl got access to the information, went "oh fuck maybe that's why my kid/cousin/parents/whatever has asthma and coughs all the time!", started sharing the info around their social networks, and locals started pressuring the local government
