Yes, I agree with you. If having nukes on both sides would help denuclearization, then Russia and the US wouldn't be the ones with the biggest reserves.

Russia seems to have kept to their agreements with us until Putin came along. North Korea has never kept their agreements.

OK fine but it has a close relationship with NATO and is a US ally which essentially affords them the bulk of the benefits either way.
