An authoritarian state has absurd laws that you would take for granted as something that wouldn't even be legislated in the civilized world.

I think China fully meets every bullet point of "civilized."

The US has had similar laws on the books in various states against infidelity, oral sex, and so on that just don't get enforced.

An onion-y headline would be something like:

"Chinese province enacts ban on abortions after the 60th trimester"

Yes, Chinese law enforcement is notoriously fair and even-handed.

Had laws that weren't enforced versus have laws that are enforced is a huge difference.
