Rikers is an internationally notorious deadly jail facility. I think it's fair to call what we have here a police state so long as we have Rikers.

As far as jail goes, it’s not the biggest mortality problem in NYC.

People who stay in a NYC shelter are more likely to die than people who stay in Riker’s.
