Actually - 5000.00 fines, each.

Weekend Jail time if not paid.

Then halfway house, if weekend Jail doesn't work.

We can't have police risking lives.

Yup. You don’t need to send teens to jail to ruin their lives. Just take away their weekends and after school time and make them do the most mundane community service work possible. They can decide whether they prefer sweeping the park on Saturday or reporting to jail.
