I believe it's a painting by Richard Estes, who had a photorealistic style. But OP used an AI software to artificially extend the painting's borders on both sides.

The center of the image is a photograph from 1979.

The outside of the image was painted by an AI, trained on hundreds of millions of images of city streets (and other things). It is essentially "filling in the blank."
