Yeah there’s not really a great solution because there’s not an infrastructure set up to help people in these situations

Weren’t mental health facilities — publicly and privately funded ones — like basically openly abusive to severely (and moderately) mentally ill patients for most of the 20th (and all of the 19th, and probably whatever they had back in the 18th too…) centuries ??

Yes but his solution was to close all facilities, not regulate them. Leaving them homeless.

Yeah bottom line some people just need to be institutionalized. A person like this is never going to voluntarily do so.

That’s true, I remember those days and how the city began to be flooded with people who needed competent guidance and structure, and instead of being abused in institutions, they began to be abused on the streets.
