I can't find a clear answer online, but you def risk a "criminal mischief" charge if caught. Or a very angry driver...

But a quick Sharpie would do the trick with a lot of these.

A lot of the time the license plate readers can read them anyway. The cameras can read the letters and numbers because of their height.
