This is what I was going to say. If you get rid of it, you may then have issues of people parking there

Interesting. It does seem to be some sort of curb cut. Some have addresses of the homes. I know many homes are the block we’re abandoned before so I feel like they were markers in some way too

Sidewalk parkers are a big issue in some Philly neighborhoods. Some people will install bollards or put a large concrete planter to prevent sidewalk parking, so this is def not out of the norm.
