Had a few friends that lived in Arlington and would visit pretty frequently and while it's not 100% overlap, I think it's probably as close of a comparison to Arlington as you'll get in Philly. Manayunk has way less highrises going on (it's basically built on a giant hill) but I think the vibe and atmosphere is probably pretty close.

If you wanted to live a little further out, I think conshohocken also has a similar vibe (but more quiet). It definitely feels further from the city, though.
