Because he has outstanding warrants for those other crimes, meaning he hasn't been arrested for them yet. Meaning he hasn't been to court for them yet.

Aha! I see so they let this monster freely roaming the streets knowing that he was a danger to the community. In that case whoever is involved in that has some accountability for this as well.
