I think it was wrapped up in general social justice systemoc racism dialog. Meek Mill also came out in support of the atv/dirtbike "movement." And then in some ways he was the embodiment of that conversation with his legal involvement, so they may have been conflated.

There was a documentary in Baltimore a while back about one of those "social clubs" that did a good job portraying that specific situation as a legitimate alternative for kids that would otherwise end up on the corner, but I didn't do any further research and it was years ago in a different city.
