Is anyone in Philadelphia allowed to vote by mail? I went to the website which made it seem like you’re only allowed if you’ll be out of town or physically unable to vote in person. I just don’t want to stand in line. Thanks

Anyone can vote by mail, you don't have to be out of town or have any other reason. See info here: https://www.vote.pa.gov/Voting-in-PA/Pages/Mail-and-Absentee-Ballot.aspx

Once you get the ballot you should fill it out and put it in a nearby ballot box. It has to be received by 11/8.. received, not post marked.

There are two types of mail voting - Absentee Ballots and Mail Voting. Anybody can do Mail Voting, but you can only do Absentee if you will be "absent". It's dumb.

It is dumb but essentially it's because absentee ballots are spelled out in the state constitution and mail ballots are not. And why would Republicans in the General Assembly do anything to help get rid of redundancies or help make voting more accessible and less confusing for all? We could approve a constitutional amendment to fix this discrepancy or we (generalized Republican we) can piss and moan about the mail voting law passed by an R majority in 2019.
