The inefficiency and poor craftsmanship is astounding.

Why remove top layers rough edges straight down one side and then section out on the other side only to go back and clean cut the edges for rough edges removal? Just rough clear the full width and then do the cleanup work. It'll fill faster, smooth easier and last longer.

Gotta work smarter, not harder and take some pride in your accomplishments.

But I guess efficiency would put OT into jeopardy right before the holidays...

The contractor only gets paid for the restoration of the trench that was excavated. Stone and concrete base in the trench. Then they will cut back for asphalt so the overlap happens at the layer where water infiltration is most likely to occur. Ends with tar sealant between old and new asphalt. However, I'll be shocked and amazed if this can get completed in 2022 without a letter allowing the contractor to not be liable for warranty of the asphalt. It is too cold for asphalt plants to be open.

100% agree. Terrible time to replace asphalt right now due to cold temps. Asphalt plants open during the day only so contractors cant get any at night when the do some of their work. The concrete they put in is supposed to be to the top of the trench so they can mill it down when they come back with the top coat of asphalt.

The trench this contractor dug in OP's image is probably for water or gas. The contractor is likely responsible to mill the lane they worked thru and either ran out of time or money.

It's prob water and very, very likely only paid to restore the trench (no milling will be done in this case). Gas is usually a thinner trench (more shallow depth requirements) and sewer usually requires full width restoration. They will do cut backs and hope for temps above 50 to wrap it up before asphalt plants close for the season.

Anyone see any markings on the barrels as to who did the work? PCI? Nello? Meco? CCI?
