North Philly is good for this, around Kensington avenue there is a lot of other people that are camping as well
Definitely a lot of people sleeping outside. A tent probably wouldn't be out of place. Lot of lighters for starting a fire too.
I’m a big fan of Hickory Run State Park - it’s about an hour outside of Philly
There are some places over in Jersey, pine barrens have a lot of spots for different types of people (some are tent only spots, others are full fleshed out campgrounds)
For those without a car, the NJT Atlantic City train goes along the southern edge of the Pine Barrens, you could take your bike on the train, get off at Hammonton NJ and be riding in the Pine Barrens after a few miles.
You can camp on any PA State Forest land as long as you're at least 150 feet from any trail or water. You don't need a permit either.
There's one along the Schuylkill River Trail just before Reading, I went bike camping there a few years ago.

You can't camp in city parks, and probably the closest state park with campsites is Ridley Creek. Otherwise, it's a bit of a haul - you're either over the bridge into NJ or heading out to at least French Creek or so.
Ridley Creek State Park is day-use only. No overnight camping allowed.
Ridley Creek doesn't have individual camping. French Creek is the closest in PA.
French Creek is the nearest PA state park with tent/RV camping sites. There are KOA sites at Clarksboro, NJ and West Chester, PA. I think Mercer County Parks around Princeton has a few camp sites. As well as Wharton State Forest in NJ. I'm sure there are a bunch of private campgrounds that I don't know about that you can probably find online. But closest state park camping is probably a 45 min + drive out of the city.
New Jersey has a ton of trees. Maybe someplace there.
Batsto Village is popular with my neighbor. That is near Hammonton on Route 542.

There is a KOA in Clarksboro, NJ just over the river and 10 miles.south of the city.

If you're willing to drive a bit, Pinchot state forest has a figure 8 loop with the parking lot in the middle, I think the whole route is like 25 miles which is pretty perfect for a weekend but you can also cut it short. It says primitive camping off the trail but there are a bunch of established campsites all along the way that have been formed with fire pits and stuff (you can have fires here, which is pretty sweet) and there are I think 3 or maybe 4 running water sources along the loop to refill at.

Green Lane Park right off the Perkiomen Valley Trail. Its small but a great ride off the SRT->PVT if you feel like bikepacking it. Nice little brewery right near the park too. Easy drive or ride.
U mean car campground camping, or camping where you hike/ canoe in to a campground, or where u are in a full rustic wilderness allowed space? Ur question is loose
In Philly you can camp everywhere. A suggestion for your tent and campfire would be City Hall.

French Creek State Park is just under an hour away. Probably further than what you wanted but it’s a nice campground.
