This might seem like a super dumb question but who works in city hall. Like okay, the mayor and city council? Who else? What do they even do.

Every civil court judge in Common Pleas. Criminal is in the CJC on Filbert.
added: I found an old directory of the building online which has to be ~20 years old, and so while many of the names are outdated (or dead), the offices which are in the building remain. Of note, and I should have said this the first time: the Pennsylvania Supreme Court has a gorgeous courtroom in the building which it uses a few times every year.
That is gorgeous. It’s quite interesting to see rooms I know I’ll never really step foot in, but with such a beautiful design it should be seen by more people
The movie Philadelphia shot its courtroom scenes in room 243. (And look at a 30-year-old skyline, including the remains of One Meridian Plaza.)
If that's the same room, they've had blood donation events there. Really nice to look at the beautiful ceiling while pumping blood.
In addition to all this, City HR is also there
Lots of departments like Records and Public Property work out of City Hall
You can get married there. There’s a whole dept for marriage licenses
Yes, got our marriage license and the department looked straight outta 1970.
I’ve been there a few times. Yes, it looks like it still has the original clocks, lol. And it’s down a dark hallway, which seemed weird

I liked that the place you go for marriage license was “Marriage licensing and Orphan Court”. As if they are looking to pawn off some orphans on unexpecting newlyweds.
They said I was obligated to take that orphan. Was I scammed?
You can get married anywhere in Pennsylvania w/o officiating clergy - just the 2 of you on top of a mountain! You do need apply for a self-united license, but that’s it!
in philly at least you still go to city hall for the self uniting ceremony application and stuff, then they give you the paperwork and you can complete the rest wherever then mail it back to city hall
PA and Colorado:)

I had to report for jury duty earlier this year. And we walked over to City Hall where we were in the courtroom. So there's Judges at least.
civil cases are heard at city hall, criminal cases are heard at the courthouse on filbert street
I had to deal with Register of Wills, Recorder of Deeds, and Prothonotary(filings) offices over there for an old job.
Yep. Pretty sure Board of Elections, 311, and a handful of small community services divisions are there too.
The entire Philadelphia Civil Court of Common Pleas, the Mayor’s office and many affiliated offices, and the City Council.
Gritty has an office there
311 works there too.
Police department has a “station” for all the cops going to court, they also have a big bulk evidence room on the 7th floor and the basement.
There are so many rooms you wouldn’t even believe.

Law clerks for judges.
There’s an office there where you can get a “city ID”, it’s meant for people who don’t have certain documentation, or wish to have a specific gender on their ID.

If you can't find your department there, go to Municipal Services Building across the street (Streets Dept, Civil Service Exams, L&I, water bill payments, block party application drop-offs, etc.).
No one works there
Many are employed, but hardly any 'work' (for us at least).
They take your tax money and burn it. There are incinerators in the basement.
