Thank you!
there's a cool e-recycling waste org in philly that hires formerly incarcerated folks and seems reeeeeallly cool! great place to donate it
That place is People Advancing Reintegration {PAR}-Recycle Works: https://home.par-recycleworks.org/
The guy who runs it, Q, is a great guy.
Post it on your neighborhood Buy Nothing group. Someone will definitely take it.
Drexel TechServe. I have no direct experience with these folks, but they are accepting donations:
"Most computers from within the last 5-10 years will meet these requirements."

Thanks!
I see people giving away such items on FB free groups.
Philly Aids Thrift or give it to a young nerd who wants to play WarGames with it.

Check if your local public school can use it
This is the most popular suggestion for donating computers, but public schools bulk buy from Dell etc with support contracts, they don't want one-off non-standard used hardware.
Fair point; I hadn't considered enterprise support and maintenance.
I'm sorry I don't have any recommendations for you, but I just wanted to commend you for what you are trying to do.
Hopefully your generosity will be a big help to someone!
Edit: how the fucking fuck is this post "controversial"???? Fucking shitbag downvoters, fuck you all.
Reddit being Reddit…
But thank you for your sweet comment :)

IT guy here, just recycle it. I get the good you're tryna do but giving someone an old Chromebook will just frustrate them lol. Unfortunately they just go to ewaste after a few years. Staples and best buy will typically take older laptops
