I’m doing Uber in the city tonight but may not be able to bike the whole time (I switch between bike and walk mode) is there any indoor bike racks to keep the bike out of the rain?

Safe is a relative term. This side of private options (and even then) there are no safe bike racks. That said, the 16th/Locust Patco stop is fully covered and has decent racks. Bikes have definitely been stolen from there. That said, one time I even had trouble with my own lock and a cop came down and asked me about it until I showed him the key was just stuck.
YMMV, but it is def dry.

there is also a good rack at 1725 (1735?) market street which is covered but not inside.

Not totally indoor, but there's a covered rack inside the parking garage on Arch between 18th/19th (by the leftmost entrance looking at the front of the garage). There's also a slightly more exposed (but still covered) rack nearby in front of the EPA offices at 17th/Arch.
