My only experience with that so far is people on drugs doing the ministry of silly walks. I live kind of close to Kensington Ave, so that's probably why. People often just stumble out into the street and just stand there.

Yes. Almost hit someone once who stumbled out in front of me while I was driving. Scared the shit out of me.
