Take pictures and email the entire office staff of your district Councilmember and an at large member. Ask them to get them removed. Let them know all of the steps you have taken so far, what happened, and they should handle it

Does PGW have Twitter? Facebook? Can you post on social media and tag them? Public shaming is sometimes the most effective way.

Or call a local news team and ask them to get involved.

have you called 311. you get a better response than using the app. you have to give them the EXACT location or they will act like they don't see it. go on phila atlas and get the proper address call 311 tomorrow.. say kids keep playing in it or whatever you have to to be extra dramatic. it should be picked up within the week.
