Because eventually (as stated in the LOTR special features) the horses will learn what "Action!" means and ruin takes.

Horses don't look like horses on film. You gotta use tractors.

Much easier to get controlled close-up or cut-away shots, or dangerous stunts. Even trained horses can be unpredictable and react to the commotion of the set and crew.

They still use real horses for longer takes and mid-to-far shots.
