This reminds me of a short story I read when I was about 10, scared the shite out of me. No idea of the title or characters, just remember that the ribbon was undone and the girls head fell off? May have misremembered. UK

Upper Mid West, USA. This story is one of my earliest memories. I was most likely 3, being watched by the neighbor girl across the street in the attic of their garage. (Ah the 70's...) She told this story, and I pictured the head tumbling down the ladder. (Their last name was also Ladder.)
The thing is, I couldn't ever get past how the ribbon could possible keep her head on if it was tied in a bow around her neck. Lost my willful suspension of disbelief at an early age!

According to google it could be “The Green Ribbon” or “The Adventure of the German Student” which is by Washington Irving in 1824. He also wrote the story of the headless horseman

I don't remember it being in those books. The book I remember it from was in color. Scary stories illustrations were black and white. At least that's what I remember
