I doubt those leds deliver much PFFD (or whatever it’s called) to pertinent areas. Probably doesn’t even make a difference if you take in the surrounding light pollution in that area to begin with

But does the light affect plant aquatic life at the bottom of the falls? I know you can trick plants into thinking the season is changing, just by adding/changing "daylight" times.

I read an article about the falls recently that was quite interesting. One thing I learned is that the flow is highly regulated and water volume is reduced significantly at night. It's pumped up in the daytime for viewing purposes only.
