As others have said, it was an error between the billing department and the call center. Likely a (few) phone calls were due to go out, and it accidentally called everyone 🤦🏻‍♂️. If your account is in arrears you will get a “posting” which is a letter taped to your front door stating that your bill is past due. If you fail to pay your bill after a posting, you will then get a shutoff notice. After that is when you actually get your service cut off.
