They do, which includes both recovery and disposal so it’s usually pretty massive. But the problem is that generally these boats are abandoned because the owner is no longer around to care for them (jail, death, moved back to a foreign country, etc.) so the majority of these end up getting paid for by our tax dollars. These boats are worth a ton of money so they usually don’t end up in such a sunken state unless the owner suddenly exists the picture.

I’m a boater and this situation has been discussed at length on the local boating facebook pages. If scuttlebutt is to be believed, this guy got a boat he couldn’t really afford. Then couldn’t afford docking. Then it broke and he couldn’t afford to fix it. The he just decided to pick up and move out of state.

I was using a bit hyperbole. I don’t live on a boat full time. Just part time during the summer months. It’s pretty great really. I’m a boater, and love being on the river. So it’s cool to have a little house on the river that I can start up and drive around. For me it’s more about boating than having a house. What I mean by that is I know some people that live on a boat because it’s a cheap way to live. For me it’s a hobby. I like boating and a houseboat is the perfect type of boat for what I do now. I’ve owned all different types of boats, but houseboating is where I’m at right now. If you have specific questions, feel free to “slide into my DM’s” as the kids say.

In the late 90s I had a coworker that lived on one docked of Washington’s landing. It was nice until it wasn’t. And by that I mean when the River froze over and the ice floe ripped her home from its mooring and dumped it by the Point.

The City of Pittsburgh, the Sports and Exhibition Authority, the U.S. Army Corps of Engineers, the U.S. Coast Guard, and the state all say that they don’t have jurisdiction over the matter.
The only agency assisting is the Pennsylvania Fish and Boat Commission.
I am so confused on why none of them have jurisdiction or none of them are working together into solving the problem that desperately needs addressed!?
KDKA stated “The commission confirmed the owner has been contacted but is unwilling or unable to remove it.” Is the spent going to face any responsibility or pay any fees or will it just be a wash and the taxpayers have to pay

Abandoned boats are always curious to me. It would make sense they'd just say "you have x days to claim the boat if you are the owner" and then if not offer the boat to the highest bidder/salvager.
This is kinda how it works for cars without titles, you advertise for the current title holder to come claim it and make reasonable attempts for them to claim it, if they do not then you can assume ownership.

Most fucked up boats cost more to get rid of than they are worth. Fiberglass doesn't hold it's value and everything else gets destroyed by water.

Anyone that wanted to claim ownership of that boat could have taken it. Problem is, it would cost far more to remove than it would ever be with. Two engines that were submerged for the better part of a year, plus frozen and thawed. Their toast. Every inch of wiring and everything electrical would need replaced. The wood in the transom and stringers is now soaked and rotten. All the upholstery is done. Carpet. Canvas. History. And before all that happened it was a 40ish year old Bayliner that was broke down to begin with. I bet it cost over $10k to pick it up out of the muck. Plus hauling it to wherever they’re taking it and storage until it can be stripped to go to the landfill. Then the disposal cost. Taking that free boat would likely cost more than buying two running boats.

A scuba diver just came up from inspecting the bottom of the boat, looking for a leak of any sort. The barge crew is connecting straps to a steel gurter that's hanging from the crane
