That's how they do it. My neighborhood had all that work done last year, and almost every time the cones showed up when the work started, back-dated to several days prior.

Sometimes, though, the cones would come out with the no parking signs, nothing would happen, and then work would begin after the no parking expired.

It sucks, and they really should try to do better, but at the end of the day it's probably more important to get all of the lead lines replaced than anything else. It is obnoxious, though.

Also wait until you see the quality of their temporary patches! They'll make you forget all about their [lack of] signage and notice.

It's tough to parse from the title, but OP is complaining that they gave a negative 4 day notice. The cones went up today with a date from four days ago.

It's not really appropriate, but it's generally how they've been operating.

It sounds pedantic but that is a way of describing time. "Zero" is the day of the event, days leading up to it are negative, days after positive.

Idk what system Pittsburgh is on but they love to do this post-dated bullshit, don't they?

Agreed OP is justified in his complaint. You can't put up cones one day that says you haven't been allowed to park here the past 4 days. It is written perfectly clearly and for some reason people are just not comprehending it.

It wouldn’t be Pittsburgh without such occurrences. Waking up to work crews is the norm. Once had PWSA run into my car with a bulldozer after I asked multiple times if it needed to be moved. They also crushed my sewer line and fixed it with a metal cap.

Sent your standards at rock bottom and you’ll always feel lucky. You could rephrase this problem as thank god they notified us at all, even if late.

I actually fought this once, they gave me a ticket after putting cones out and saying they had given prior notice when they hadn't. Judge threw the ticket out immediately. Still sucked to go through all that. It's a real problem that they do this.
