I recommend giving something artistic a try. There are nice well run places in the East End like the Union Project, Contemporary Craft and the Pittsburgh Glass Center that all run workshops you can try and would have the opportunity to meet people from across the city participating.
At your age, I really recommend volunteering. You will meet other folks (largely female) who share your values and many of whom are also doing volunteer work due to being lonely. Good luck! It's hard in a new city.

Pittsburgh Works is basically a volunteer opportunity aggregator- lots of deserving organizations post their needs there.
Carnegie library has a bunch of programs and events, including book clubs. Bonus, a lot are free.
It’s hard to find the right groups and even get into said groups when you find them. People here are a bit closed off and slightly cold at first. you just need to find the right people and give a new group time. with enough patience and persistence you’ll find some great people.
Personally I'd join one those bad ass roller skating clubs for women
Are you in school? Joining a club could help. That’s how I made friends my first year on my own.
Don’t know if you like music but the local DIY music scene is a good place to meet people. Start by going to shows at The Roboto Project, it’s a cheap all ages venue in Garfield. Follow local bands you like there on social media. When they post about playing house shows, DM them to get the address, they’re usually around Oakland. That’s how you can get involved with young people and make friends, it’s what I did when I was your age.
If you're into bikes:
Free Ride and Trail Pittsburgh. The former recycles bikes headed for the landfill into low-cost fixer uppers. The latter maintains the trails in Frick Park. Also critical mass is the most fun you'll ever have doing activism. It's just riding bikes around the city in a large group to get better infrastructure.
Are there any lgbtq+/queer volunteer opportunities? My partner volunteers at a cat shelter and I go with him sometimes but that’s just playing with cats…..
Yup! The Shepherd Wellness Center does amazing stuff https://swconline.org/volunteer-opportunities/: I'm sure there are loads of others, but I used to volunteer there and it was great.
