...in related news, Kendall Pelling -- the guy who brought us ELDI and oversaw the gentrification of East Liberty -- is going to be HQ'd in the Wilkinsburg Train Station. That's right, we paid a total of $6.5 million, a lot of that tax dollars, so Kendall Pelling can have a fancy office space. The WCDC promised this ridiculously expensive vanity project would benefit Wilkinsburg. Instead it's benefiting Kendall Pelling and his developer friends.

No. But the wcdc promised something that would benefit the public.

That almost $7 million could have done a lot of good for the borough.

I mean, according to the article the judge basically said that the option available is for voters from both jurisdictions to vote for annexation if that's what they want. so yeah, it's more democratic and everyone can vote on it.

Do city residents actually want Wilkinsburg, or is annexation just seen as an easy band-aid for Wilkinsburg's problems so Wilkinsburg and the state government wants to push that? If it's the latter, maybe the city should be allowed to annex an equivalent number of square miles of non-distressed municipality in exchange for dealing with this problem.
